Fluorite usually forms in hydrothermal environments, often associated with other minerals like quartz, calcite, and sometimes barite, in environments with high fluoride concentrations.
If a rock containing fluorite is exposed to weathering processes, the fluorite may remain relatively stable while the surrounding minerals alter, potentially creating a situation where kakoxene forms in the weathered zone near the original fluorite crystals.
In some cases, where a rock containing fluorite is metamorphosed by contact with an intrusive igneous body, the altered zone might include kakoxene depending on the local chemistry.
